All companies and individuals that operate vehicles for public passenger services or for the carriage of goods are required to hold an APAD operator licence. This includes (but is not limited to):

Bus services (stop, express, feeder, school, worker, charter)
Taxi and e-hailing services
Lorries and goods carriers (Carrier A, C)
School vans
Tourism vehicles

Operating without a valid licence is an offence under the Land Public Transport Act 2010.
